Starter engaging while driving

Ok so ONLY when it's raining my starter will engage while I'm driving sometimes briefly other times it won't stop until I kill the car. I thought the solenoid may have just gotten super wet and was shorting out but changed out the starter and still doing the same thing. No matter what gear the car is in it still engages. Has anyone had anything like this before?

You definitely have a short on the starter circuit. Follow a diagram to where it gets signal from, and follow there. I don't have a diagram on hand but someone on here might, Or a Haynes/Chilton manual will for sure.

There should be two wires on the starter, it'll be on the smaller wire. It's shorting to power somewhere.
 
First, if your car should not "crank" while the shifter is in any selection other than"P" or "N", check the neutral safety switch and wiring, or something is energising the "PPL" wire after the "N:" switch, or something is wrong with the "PPL" wire from the "N" switch to the starter.
I gather from your description of the fault, switched 12V power is engaging your starter solenoid, I say it is "switched" because you state it stops when you shut the car off.
1) check for installed aftermarket remote start hardware faults
2) check for installed aftermarket alarm system hardware faults
3) Check for general buggery.
4) I only have wiring diagram for 98-02, other years could be different.
