Short In Foglights

I have a short in my fog lights. Everytime i put a new fuse in the engine fuse box, then turn the fog lights on, it blows the fuse immediately. I am running Xentec 35w HIDs off ebay for my fogs. Any ideas of were the short could be is highly appreciated! Thanks
