The car is a 98 grand prix with a ss m90 kit if the key is on and not in the run position and you step on the break it flickers. Then when you let off the brake it gos off again.
When the car is running it never works it worked fine befor the trans swap. Its not the bulb or any fuse
 




What do you mean you tried? Follow the link I put above and look for the dot when the car is in neutral. Line that up with the line and that's usually 95% of the issue. From there if it isn't working then you may have a bad wire etc. And in that link are the wires, what they do and what should be expected on all of them. You could test it.

ok i can only get the light to come on when the key is not in the run position but just before it
and as soon as i put it in the run position or start it the lights go out. and im having problems with park and neutral.
if im in park or neutral the lights dont come on and when i step on the brake the flicker at me when i step on the brake only and if i let off the brake the lights go back off. there are no fuses blown. idk what i could test is the a plug anywhere else?? i had a trans shop do it. when i got the car back the fans also dont work so idk if that has anything to do with it.
 


To confirm on the lower trans to motor bolt with the stud, you do have the battery ground plus two smaller grounds correct?
