Serpentine Tensioner wont tighten, any ideas

My battery is draining and I am trying to figure out why. Alternator and battery fine, it has been tested. I tried to tighten the tensioner and the bolt keeps spinning and it wont tighten. Do I need a new bolt or a whole new assembly? Also when turning off my car the alternator makes a spinning noise for approx 3 seconds, is this bad?
