Serpentine belt

I recently had my water pump, alternator, and power steering pump removed while I was working on my car. I installed all the parts back on and now the serpentine belt is incredibly loose, to the point that it won't work now. It looks like the power steering pump pulley is pretty close to where the oil filter is, but I can't remember if that's the way it was or not.

My main question then is, is it possible to install the power steering pump on wrong and that's why me belt is so loose? All of the pulleys are the same diameter as before.
 


Route the belt the way that feels logical, leaving out the tensioner. Then lift the belt up from the top of the water pump to the tensioner. Poof.. magic.
 
I can say my method with confidence based on the number of folks (not even sleep deprived) that have had trouble with the routing. It's not just you man.
