S/C bolts not tightened down?

I am removing the blower to be ported and found that 6 or 7 bolts were not even hand tight, Is there a possibility this could have affected anything.
 


Other than maybe having a vacuum leak or leaking coolant from the blower gasket.

But I bet because most of the bolts were still tight, it didnt effect anything.
