Replaced ignition and now key & wheel will not turn.

Hi very new to this but need help. I have a pontiac grand prix 2000. I was having issues with the ignition so my husband switched it out and we also had a new key rekeyed since my old one was worn. After replacing it the car turned on fine but the security light came on. When we turned the car off the wheel is now locked and the key will not turn. I was told we have to do the theft relearn but if we can turn the key how Im I suppose to do the relearn? Any help will be appreciated. Thanks in advance.
 


It sounds like the steering wheel was turned or had pressure on it when the key was turned off. Have him try turning the wheel a little in order to free the key. Otherwise I'd think maybe the key had too many burrs and one got caught up.
