Radiator fan runs all the time = NO HEAT!

First I would like to so thank you to these forums... I have gotten a lot of answers from here. I have a 2001 GP with the 3100 that I got as a work car. I'd plan to keep it for more if it had the 3800. It has the common issues like the ignition switch effecting my fan speed for my heater and killing my lights... the ABS light came on recently even though everything appears fine, my wipers are out of sync making them stop mid way on my windshield when using delay.. all of these I found answers by just browsing here so again, thank you.

I have another problem that I need to address due to it being so cold. It has been an issue for a while.. my car will not get up to heat. For the longest time I thought someone prior to me had just pulled the thermostat and it was running nonstop. Recently I noticed that shortly after starting the car a radiator fan can be heard. After it kicks on it doesn't stop until I shut the car off. I am assuming it is a relay but I thought I would join here, give thanks and see if anyone had any input.

BTW, it is both fans running. I just pulled one relay so only one fan runs. It should work for a quick fix for now (it's below zero here and I'm sick of barely getting about 160 for an operating temp) but I still would like to fix it all together.
 
Well first even if the fan is stuck on you will still get to normal operating temperatures because the thermostat only allows coolant to flow if it's 195°F or over. You could probably just pull both fan relays if you'd like because they should never turn on in the winter unless you do some serious bumper to bumper traffic. (if it's too cold to work on it now) For finding the issue, you may want to see why the relays are getting power by tracing the wires. Hopefully it's not the PCM going bad.
 
maybe its got no t stat installed? have you changed it?

and maybe the temp sensor is bad. the one in the bumper for the cars out side air temp. if that goes bad the heat and a/c go nuts. if you have that feature is it accurate?
