problems with a/c controls and cig lighter/charger fuse and low trac system

in my 2001 pontiac grand prix the a/c only works on 5 and the low trac system doesnt come on when i start the car. my key wont turn all the way back so it just dings until i close the door..the fuse for my car charger keeps blowing out and when i turn on the a/c at night my headlights turn off what could be the problem
 


blower motor resistor for the a/c, as for the low trac, the bulb is burnt out, remove the dic and replace. ignition tumbler is probably bad, replace. short on the car charger socket most likely, dont know about the headlights though.
 
wow thanks answered all my question...just have one more were can a get a another dic from junkyard maybe or is there a place online i can order it and how much would it cost
 
you can just replace that bulb, which dic you have? the one with the big display? i think 97s have a different dic
