Problem with Steering

I have replaced the whole suspension including CV axles and bearings (hoping this would cause my clicking/turning issues). Well, I am still getting clicking, and it is difficult to turn the wheel. I can drive it, but I can absolutely tell the difference when driving my brother-in-law's base grand prix 04+. Around turns it will hesitate, and then pull, then hesitate again.

Do you think I have a rack and pinion problem, and what are my symptoms pointing to? I just can't seem to get a good answer when googling... HELP!

I had a clicking noise in my 06 gxp, thought it was a cv joint or something, took to the dealership and they found loose dteering mount bolts, they retorqued them and no more noise and steers like a new car.
