power steering?

every once in a while when I give the car gas and turn the car the power steering cuts out. I had it once even when I braked hard and then turned it cut out with a squeal. Power steering is full, I had it leaking a little a while ago but nothign lately. So I don't know what to think "Bad pump?"

I would say bad rack.

But I would also make sure to check your fluid again. If you had a leak, and did nothing, you probably still have a leak.
 
I'm thinking your right. Just to make sure I was looking at it tonight up on the lift and underneath the powersteering pump is the Rack and pinion right? (just making sure I've never really had to deal with one.) If so it was covered in fluid that looked like power steering fluid, not sure though. any thoughts?

Sounds like you are leaking PS fluid. Find out where, and fix that. Could be the PS Pump, feed line, return line, or rack. Any and all of them have fluid and are known to leak.
 
How much does it cost for a new rack?

Depends.

If you go with a brand new one installed by a garage, you are probably looking at $500-$600, my guess. If you do it yourself, probably $250-$350, with a new rack.

For me, I had heard about the issues that people have had with rebuilt racks. So I bought a good used GM one from Morad Parts Company and haven't had any issues with it at all. I installed that probably 70k miles ago. I also did the PS pump and lines at the same time. Everything was less than $150.
