Power steering loss at low rpm

I have a power steering issue with my daughter's 07 Grand Prix GT.
When at idle or low rpm the power steering assit goes out randomly. When we bought the cer , less than 2 months ago we replaced the steering rack and pressure hose . Oreilleys reman. It started doing it after this but she drove the car anyway against my advice and put it over a curb on an exit ramp. We now replaced the left front suspension, another Oreilleys reman steering rack and Oreilleys reman steering pump. It still has the issue with the power steering randomly going out at low rpm. In both directions.
Does anyone know what I need to do to fix it for her ?
 


Sound like there is possibly a restriction in the new pressure hose you installed with the first installation of the reman. R&P. I would also check that the return line/hose is in good shape with no kinks or restrictions from the rack back to the pump.
 
My first instinct would be a defective pump, but you were having the issue before you replaced it. I would check double check the fluid level (I know its a pain in these) and also drive belt/tensioner for possible slippage
