It's hard to say. Unless all spark plugs were taken out, and evacuated of water, the engine obviously wouldn't run right. The best thing to do is find out where the water is coming from. If it's just the intake gaskets somehow, and the engine ran fine for a bit after evacuating all water, then possibly. If there's no other problems but the intake gaskets, then it should be okay to fix. If there's anything else on top of that, with over 200K, I'm thinking its not worth it. That may be a possibility since you said it was running fine, then suddenly ran bad and got locked that fast. Even engines that get seized can still run after cooling down, it will run bad and only for a short while, but would still run.
 
all you need to do is pop off the TB and look inside the intake, if its leaking it will be all wet inside there.

worst part is trying to start a hydro locked engine. it can blow the rod bearing on the cylinder thats got fluid in it.

if the starter blew to pieces trying to crank the engine, id think the motor wont last long after the intake is fixed, (future rod knock) if thats the problem.
