parking brake "ticking noise"

here's the story. the brake light on my dash was on so i checked the brake fluid level and found it to be low. i then added fluid to see if the light would go out (which it did) but now there is a loud ticking noise coming from right next to the parking break pedal that only stops if i engage the p-brake. any suggestions on how to fix this?
 


also, the noise only happens if the car is running. if i turn the ignition to "on", it will make the noise for about 40-50 seconds then stop. but if the car is running it is constant.
 
not sure why, but having the DRL fuse pulled out was causing the problem. anyone else have this happen with the DRL fuse removed?

My 00 did this. The parking brake is just getting stuck in. Normally itll unstick itself. If yours is still doing it while driving? idk
