Painting the grilles

I want to paint the grilles on my GXP a glossy black, however the previous owner painted them a sparkley gunmetal color and its chipping. Do I have to hand sand all that out before painting? And when I do paint, should I use a primer first?

If it's chipping you better sand it down evenly.. Or the defects will show.

Try using lacquer thinner to wipe / rinse off the spray paint. Much easier than sanding but protect yourself from the solvent.
