One HID fog brighter than the other

i have 3000k HID's in my fog lights, and one side is noticably brighter than the other. what could cause this?
 


when do you notice this.. looking at the car from the outside or looking while driving?
 
Did you replace one bulb?
How about an upgrade relay harness -do you have one installed for the HID's in the fogs?
