OBD port fuse

In the 2007 Grand Prix fuse box, does anyone know if the fuse for the OBD port is the one labeled Onstar/DL Link? I don’t see a fuse labeled cigarette lighter. No power to the OBD port. There was a Kenwood after market stereo put in, and I’m not sure if that has something to do with it or not.
 


FYI...The Onstar fuse for 2007 GP does contain the OBD port. The previous owner must've removed it for whatever reason.
 
Probably thought the government was tracking him. lol
