I would say that depends on just how cold it is where you are and just how well you deal with the cold. I personally dont much care to do work on the car when its cold, but if it gets in the upper 40's or 50's I dont mind so much.
 
As scotty said, it is all how you deal with the cold. It won't matter to your car at all. If you feel like working on your car in this weather, then do it. If not, don't. I have a garage, so it doesn't matter to me. :D
 
I just put mine on last week....I have gained 1mpg over what I was making.......then I slapped the AFC back on it and leaned it out a bt to gain 3more mpg... I dont floor it in winter....
 


Depends on what you have as to how long it will take to put on but if you don't mind the weather there's no better time to do it than right now.
I always hate to wait when I have a bunch of parts to put on, my wife and neighbors think I'm crazy...
