Not fully locking into 4th gear lock out

Need help figuring this issue out, I have a 2006 Grand Prix base had the trans fully rebuilt and my rpms flutter every now and again like its jumping in and out of 4th gear can't seem to figure it out and don't wanna just throw money at it, and not fix the problem. Seeing if anyone else has had this problem.
 


Mine was doing the same thing before my rebuild turned out the TC and valve body where shot. I would take it back, most reputable shops warranty their work.
