no first gear what gives

Hello to everyone. Well I have a 99 GTP and the problem is it does not go into 1st gear. It starts at 2nd and shifts rather normally from there. Could one of the electronic controls be at fault here . I checked the 1-2 solenoid's resistance and it seems to check out at 24 ohms. The tranny fluid was recently changed but the problem was present before that. Reslly need the help here before I go into the tranny internals. Thanks
 


Today I cut the wire that is supposed to give the solenoid the negative signal so it activate and deactivates but nothing happens when I externally activate it while the car is in motion. Could this be the problem or can another sensor/solenoid be a factor here?:confused: Any help or input is appreciated:th_thumbsup-wink:
 
Okay, no hits yet. So I'm going to remove the valve body to see if it has any sticking valves or anything. Any input you guys can give me is appreciated for the troubleshooting. Read somewhere that maybe it could be a sticking valve, but while I'm at it I might replace the 1-2 solenoid. I'll try and do this this weekend as I'm really needing the car as a donor for my dd and want to fix this before I tear it apart. Thanks.
