New headlights

I'm looking to get new headlights, I'm currently using "the best" bulbs from auto zone and cannot see anything. I'm looking for a somewhat cheap fix for this. I'd appreciate some input on what I should buy, both of my housings are good so I wouldn't need a full assembly, possibly just the bulbs. I was looking at some of the HID threads but wouldn't really want to spend much more than $100. If anyone has any input please share.
