Metal Strip on Body Beneath Door Exterior?

The piece of thin metal about 2 inches wide that runs under the doors and body of the car (near where the car is jacked up) has completed rusted on the driver side of my car. Is that part of the rocker panel? Can that be replaced or a new metal strip welded on? What's it called?

I don't believe it supports the car since it's so thin (maybe prevents scratching the paint bottom when on a lift). I also noticed that if that piece completely falls off there will be an open gap just below the door hinge where the door closes. It's starting to hang down now and I suspect will fall off soon and want to avoid water getting in the car.

Its more of a support for the side skirt and cover for the rockers.

its always the first part to rot away because its so thin, the rocker is far thicker and takes time to rot away, but without pictures of the rockers itself its hard to say the shape they are in.

It wont let water into the car.

Is there a part number for this piece or would I need to have a new metal strip welded on? The remaining undercarriage is 90% surface rust which I plan to deal with before Winter. But this metal strip on the driver side is starting to fall off and needs replaced.
