Lower Cover Removal

I wanted to replace the radiator on my Pontiac GP 2004, so need to drain the coolant.

The lower hose clamp is on the other side (looking from top) so I need to access the petcock - problem is from below the petcock is behind a sort of lower cover , i found 2 screws at the bottom, removed them, but the lower cover doesnt come off , not sure how that works. So now the hose clamp is on the other side the petcock is behind the cover , cant do anything .
Can anyone give me some advice on removing either. Once I remove the hose/drain fluid i think I have the process of removing the radiator.

take a short cut and forget the drain plug and the lower hose on the rad.

take the lower hose off the engine, let it drain from there. un hook the tranny lines and take it out.

nothing from the bottom of the car "needs" to come off.

just the rad side dog bone mounts, the fans unbolts under the wire loom across the rad support.
