Locked up Multifunction switch replacement

My multifunction switch has been seized for a few months now. On the surface it doesn't seem to be the worst thing in the world as one would think that just means the hazards don't work, but as most of us know, there is another unfortunate side effect. The brake lights don't work! At least on the tail lights they don't. The rear brake light in the window still works.

How easy is it to replace a multifunction switch? I've heard it requires taking the steering wheel off. And I know the part itself is like 150 bucks. Not cheap for a stupid blinker/hazard switch.
