Keyless Entry Failure

I drive a 99 gp gt sedan.
When I bought the car they worked kind of, at short range. Then only the trunk button worked, then only one worked, then neither worked. I replaced the batteries and now they won't work at all. I figured I just had to reprogram them, well here's what happens:
1. doors closed, i remove pgm fuse
2. i put key in ignition, put in accessory mode
3. i flip it off then to accessory
4. then there are usually 3 small beeps instead of the long ones you usually hear
5. when i open the door it beeps once, then again when it's closed.
6. I hold buttons for 14 seconds, never another beep.
I have tried with both remotes, which the dealer confirmed are the correct ones and he used his keyless entry tester to see if they're working, and they are. They told me that I may need to replace the receiver bands, which are almost 250 dollars. The only other thing not working is my gas gauge and i think that's the fuel level sender. I'm really not sure what to do now except continue not using it.

also i have scoured the forums for answers, none of them seem to add anything except to make sure you're programming it right. I have tried many different ways of doing it including buckling the ds seatbelt and only holding the buttons for a few seconds.
 


Hopeful bump. I would really just like to know how I could test my keyless entry receiver or bcm. I'm considering replacing my receiver but I think it may be something else.
 
my car is a 99GTP and doing the same as yours even the gas gauge. if you found the problem please share it with me.
