Key stuck in ignition

I don't know the full story on this because my dad told me over the phone but I bought a car and my dad took it to wash it and when he got home he noticed a small corner of a paper shoved into the steering column and the car was still running when he pulled it out and when it was out and he went to shut the car off he could turn the engine off but not the power and the key was stuck he thinks that the paper is pressuring the release in the ignition that let's the key out any ideas please help really don't want to pay mechanics $500 just to replace a wire or something
