Ignition Switch won't turn 97 GTP

I have a key that fits the doors and glove box, but will not turn to the on or start position when it is in the ignition. I have read several threads regarding ignition switch issues. I have tried lube, still nothing. I am thinking of having a dealer cut a key from the VIN, as the key is pretty worn. Before I do that, I wanted see if any of you had any input on this issue. My 98 key turns very easily and does not require any push in of the key or collar, that is missing on the 97. Could the key just be that worn?

Is the steering wheel locked? If so, grab the wheel tug on it while you try to turn the key.

Steering wheel is locked; and no, this did not work. Can the lock cylinder be replaced without the key being able to turn?

uhhh yeah it can. also if memory serves me there is a lock on the bottom that needs to be pressed to release the key
