i think im having electrical problems...

I know my car is having a problem with the a/c that is electrical. It comes on when turned on with a scanner, but it wont when you turn it on regularly. Also the fans don't feel like they are pushing out enough air when they are on full blast. It also seems like im getting really bad mileage because the DIC is reading 13.2 and my old gtp used to get about 16.7, and it just feels kinda sluggish. I think there is some sort of electrical problem with the car does anyone know a solution?

I also meant to say that there is a hissing sound coming from the dash

check the high and low pressure swith on the AC. if these are dead PCM will not allow the AC to come on
