HVAC fan doesn't fully turn off

My HVAC fan never fully turns off when the car is running. I can adjust it fine to different speeds but when I turn it off alittle air still comes out. Also sometimes when it rains and I have high Electric draw the fans will "bog" down for alittle when stopped sometimes (if AC is on the RPMs will hunt ± 100).

Blower motor or wiring issue? I assume they're located passenger side on 04+?
