HUD and DIC are both out? Troubleshooting causes?

The HUD doesn't seem to do anything. The Driver Information Center blinks the entire display on/off. Do these have anything in common that would cause this or is it a coincidence?

I'm good with mechanical and electronic things. How do I troubleshoot these and hopefully fix them myself?
