How would I fix these paint scratches/chips?

This first picture is a bunch of vertical scratches, all about 2 inches long. Pretty sure every single one of them is from my neighbor that parks next to me at my apartment building, but I can't prove that it's actually him. Anyways, as you can see, there are about 10-12 scratches like that, and it looks like ****. Are these scratches that can be covered up with a Duplicolor 2 in 1 pen? I have one of those sitting around, but I don't want to make it worse than it already is.

These next 2 pics are a ****load of rock chips on my front bumper. I also have a can of Duplicolor Auto Spray touch up pain, and Clear Coat. I'm assuming I can just tape off the area, clean it up real nice, and then paint over it, correct? I'd really prefer NOT taking my car to a professional body shop for a paint job, just because I don't think it would be worth it to pay someone 1500 bucks to repaint a car that is only worth 4k.

take the bumper off, sand it down fill any big dents etc with bumper epoxy (its like a 2 part mix that is basically rubber so it flexes)
paint, put it back on.. as for the scratches, they might buff out if they are only in the clear coat.
