horn short circuits?

my horn stopped working one day, i got a new pack of fuses, it fixed it but when i hold down the horn for more than a second or two it stops, i'm just assuming it's short circuiting? i'm thinking it may be the ground, but idk how to check that or does anybody have another idea?
