hesitation after every shift unless under full throttle

I have a 98 GTP l67 in my 98 Intrigue, after installing a XP cam my car will hesitate after every shift regardless of the throttle amount unless you have it under WOT. No codes no smoke and AFR changes are very minor. Had a tuner look at a log and he doesn't see anything abnormal. Could this be a cam timing issue or a tune issue or possibly a rocker issue? When I did the cam swap I installed the stock rockers until I can get some bigger ones. Whats the biggest rocker I cam run with a aftermarket cam? Its a dog now and has no lower end power like it did before the swap. I dynod it in December and if pulled 350/340 with the stock cam.
