Heater Control not directing airflow to floor, only to defroster

On my '07 GP GT I have a problem getting heat in the cabin. A/C works fine, but can't get the vent to open that routes warm air to the floor. I can get heat out the defrost vent. I suspect that the problem is the heater control, hence 2 questions: 1. How do you get to the heater control without wreaking havoc on the console plastic, and 2. Are the heater controls vacuum activated or do they actuate via electric motors? Anybody seen this problem before?
