heated seats problem

When I bought the car the heated seats did not work. I checked the fuse, which is fine. Could it be the switch or the motor? How can you tell?
 


I would check the switch, make sure it's working. It should pop out, and you can check it with a meter.

No motor, it has a ceramic element inside your leather seat. The element can wear out, and break over time.
 
When I turn it on high/low it still lights up but just doesn't do anything. Could it still be the switch if it lights up?
