Are you sure it's not the exit lighting? For example if you don't have the 50/50 lights with fog & turn signal the headlights will be on with your reverse lights. If you HAVE the 50/50 lights then it will be the fogs + reverse lights

Have you tried just letting the car sit for awhile to see if they turn off?
