If you want to stick with halogens then look into HIR bulbs or a set of philips x-treme vision bulbs.
 
HID bulbs fit in the factory housing, there is a ballast that is hooked up to your factory wiring harness then to the hid bulb, also a relay harness to provide extra power that the hid will use. Its all plug and play, no need to splice anything.
 


Just know that HID's not in a projector might fetch you a ticket in some states. HID's in a halogen housing with no way of controlling the cut off will cause extreme glare to on coming traffic. If you do do it though stick to 4300k and 5000k anything higher and you are loosing usable light.
 
I get the strong urge to throw **** at cars with HID's and no retrofitted lenses, they're annoying as **** and look horrible, retrofit or stay away from HID's.
 
I agree with nik..retrofit or don't go HID.
And just for future reference the Sylvania bulbs are junk. The blue coating filters out light making them darker.
I'm assuming your car is an 04 going by your username. I would get HIR bulbs like Guz said. Designed to make 75% of the brightness of an HID. Only difference is the HIR bulb has the correct spacing, thus creating the correct beam pattern, unlike cheap HID's.
 


I put 65watt HID 4300K in my high beam location, thats max light output when necessary and turn them off when a vehicle is approaching, stock low's and 50w halogen fogs and did the fog+high mod.
 


I actually by these for my car, and will install in my new projector headlights

That will be high, lows, and fogs. - i fing them on ebay
