it was done to reroute the coolant flow. I was suspect if you take the end cap off the same side you will see that the passage has been opened up to create a bypass. it's supposed to help with cooling on the rear cylinders or something like that, and also make it so you don't have to change the supercharger gasket each time the supercharger is removed.

The basic reasons are to eliminate coolant leak when spacing or replacing a TB, getting around having coolant in the L36 which cracks after enough heat cycles or wanting to be able to yank the upper/SC/IC without draining coolant.
