Grinding noise/feel when braking/turning

I have a '99 GT with 128k.

The past week or so i've been get a grinding noise/feel when i turn and brake. Similarly, if i am parking (car is in 'drive,' breaks fully applied, and i am turning the wheels) it has the same "feel"/noise. Almost feels like a phillips-head screwdriver trying to turn/screw-in a something that has started to strip down (it still does what it's suppose to, but not as smoothly/effectively as it should) if that makes sense.

Linear driving/breaking is fine as is turning at lower speeds (no breaking or while accelerating).

Instincts say (based on the 'feel' when turning), steering-related rather than brake related, but i could be wrong.

Anyone seen this before? Any ideas?
 


Went to a repair shop today, it was steering... needs Rack & Pinion replacement + power-steering flush + outer (probably inner) tie rod ends + alignment.
1100 for the estimate, sound reasonable?
 


I had the grinding feel/noise when I would go around a curve or turn going fast. I put more power steering fluid in the reservoir and whala. No more grinding.
