I just filled my 99 grand prix gt all the way up for the first time since I bought it two weeks ago. Once the pump kicked off I heard what sounded like water falling. I look under the car and see gas just pouring out from the top of the tank. My thinking is that it might be at the base of the filler neck. This would also explain the PO440 code I was getting. I drove off and went to the dealership that i bought it from. They are going to fix it free of charge, but I was wondering if this is a common problem with a weak point in the fuel system or not? It ruins the plans to take it on the road trip Sunday and I just filled it up with $43.

No it is not a common problem but there is a rubber hose connection at the top of the tank and it is 12 years old. A leak there would cause a PO440 code and set the check eng light on. If they are going to fix it you should be in good shape.
