fuel pump runs continually!

I've go a 95 grand prix 3.1 and the fuel pump runs constantly, which eventully kills the battery. the only way it will stop is if I pull the main power fuse to the computer. If I pull the fuel pump relay or the fuel pump fuse it still runs. All of this is with the ign. off! any help would be greatly appreciated!
