Fuel pump issues..

OK so a while back no sure exactly when but my fuel pump started getting obnoxiously loud! I mean we all know what they sound like but it was multiplied by 2 so I was like hmmm that's strange but just let it go.. NOW here is where the issues started! About 2 months ago I noticed when I get on her IE 50% throttle etc it would sputter and backfire so I was like WTF is going on (BTW I bought the car Oct 2013) now being I had bought the car a little while ago this was back in September or so I realized I changed and fixed everything besides the fuel filter which I was told was new.. So after the sputter/backfire issue I changed the filter and bang it drove great so another 2 months go by and I notice randomly and rarely when shifting into drive, idling or turning and moving at low rpm (no gas pedal just brake released) it would drop voltage from 14.4 (ZZP alternator booster) to like 12.8 and then climb back to 14.4 quickly also the sputtering had started again not constant but if I get on her it sputters a few times then she will stop and go.. I asked opinions on Facebook groups and people where like blah blah it's your alternator although I though it may be the voltage issue wasn't the sputtering.. So a few days ago I changed the alternator and to my surprise it still drops (I have a voltage gauge and a cig lighter gauge I'm a audio guy) SO now here is my question! I ordered a pump which should be here today and I'm curious if the pump going can make the voltage bounce like that? Or do I have another bad alternator? It's brand new so I can't see it being the alternator as where the fuel pump someone in the cars life changed it to a Airtex so they obviously had pump problems some time in the past..
 


Just read some where someone was having the same problem with volts jumping between 12 and 14 volts it was his tensioner pully.
 
No I haven't it's been to cold out.. And I can't see why it would be the tensioner pulley BUT I guess anything's possible.. I got the pump and everything and my mechanic wants $100 to put it in which is crazy from what I've seen on replacing it.. speed nuts, cover, remove pressure from rail, disconnect 3 tubes, disconnect speed ring and pull pump.. reverse for install done! It's just so cold I don't have a garage etc and every time it's fairly warmer I have stuff I have to do as a matter of a fact I was thinking about it today which is why I checked this I never got a notice

Btw being it's a 97 I was thinking maybe it's the relay causing the voltage drops.. Cause you can clearly hear a change in pump sound when the volts drop.. I'm not sure it's 1 of those 2 things I assume and I have a pump to swap so that's where I will start
