fuel pump ground problem?

hello all! this is my first post. i have a 99 gtp 3.8 sc. i have a intermittent starting problem. i get 1 hot wire to the fuel pump with the key on but no prime. also i noticed when this happens the rear windows do not work. it will start after a while and when it runs it runs great. no hesitation or anything. the rear windows work when the fuel pump is working. too weird. any sugestions?
