Fog lights inop NEED HELP

Ok so my fog lights stopped working and I'm trying to shoot the electrical to determine if the wiring, relays, and switch are the problem. I pulled the switch and found that one of the bulbs is bad and from a wiring diagram I found online that the bulb is in series with the switch. I have shot the switch checking voltages on the posts and have 12V coming in and 3.5V on one light post. Shot the wire bundle and found that I have a good ground and good supply and two other wires that are 0V and a 3.5V coming in.

First question: what voltages should I get on each? The diagram I have doesn't show what voltages Im supposed to have

2nd: is there a way to jumper the bundle to get the lights to come on, if so can someone tell me how?

I have swaped relays with each other and my horn works so I assume they are good, the switch is discontinued so if I can I want to put a new one in without going to the junk yard. If it's not the switch and not the relays is it possible to have a ground out downline and if so how can I check if I have an inop switch. Pulling my hair out over this right now and am kind of lost?
