Engine running poor, SC bypass?

I did the valve cover, intake, and supercharger gasket along with a new thermostat.
after i put it all together the car has been running poorly, when i start it then turn it off theres a hiss, i found that air is coming from or goin in at the SC bypass

its coming from where the little rod underneath goes into it.
is that normal or is that the problem? the rod can move up and down in it but when i move it it does nothing.
Help?
