Engine air deflector-Help!

So after the DEALER did some work on my car, the plastic part under the bumper that helps pull air across the radiator just fell out! I got it back in, but I am also missing a plastic part that was about 5 inches vertically, about the width of the car, just ahead of the front tires, and angled towards the front at the bottom which I know helped to pull air through the engine. Now my engine temp gauge doesn't go down when coasting down hills. Does anyone know the correct term for this part, (valance?) because the dealer says nothing goes there when I had it there for two years and I could clearly see it across the parking lot under the car when it was there.
