Electrical (HELP)

Let start by saying hello. Nice site here.
This is the problem I am having. I had to put this car together from all top of the motor to rear bumper. But I have a problem with eletrical. The windows , radio, gas gauge, and hey doesn't shut of all the way. Not sure if the car was wrecked or not. It's all new. When I check the voltage to the radio and windows. I only get .03 volts which should atleast get 12 plus volts. Is their some way that I can check to see why I'm not getting enough volted in side the car. Also can the key switch stop voltage to the the items I mentioned. thanks EZ

key can stop the voltage (everything goes through ignition switch)

Kinda hard to diagnose something if we have no idea what car you have.

If you have a parts yard close by, See if you can get a ignition switch cheap, plug it in and see what happens. If it works, great deal, found your problem. If not, you have an extra switch if yours goes bad. Just a thought. Or if you have a friend that has a GP, steal that one for a few to see if it works.
