Educate me on if this bypass hoses is on right or not plz

so got My car back a couple of month's a go new triple edge trans ..but a lot of stuff I've had to fix here's one of them

Is this bypass hose on the right port ?...
What are the uses for the two ports ?..
Are one of the ports supposed to be capped off or left open?
Educate me here

thats the bbv solenoid. the capped port stays open to air. no line. the other line is right.

the capped one had a clip on it and some foam.
 
Thanks Scotty...I went and switch them back ....every thing was all good valve started opening and closing again ....now gotta figure this spark blow out situation ...I'm sure the my shop guy was wrong trying get her all fixed up better then ever ....I got AL copper cores gapped to .25 (he told me to smh)...mods are ...xpz cam ..heads 3.0 pulley ..full size IC ...60lbs injectors....spraying meth ...no tune at the moment either ...no wideband yet either.....what gap you think I should run?
 
0.50. find a new shop, guys not even looking things up.

you cant run the 60 lb'ers without being tuned for them, they will flood they engine......so get to tuning it one way or another.

thanks scotty ...gapped them to .50 back to that clean power riding smooth ....yea i def already have that guy cut alot of corners on my car that ive haved to fix and can fix thanks to you guys knowledge on here ...yall make it easy.....im trying get her tuned soon ...just gotta find a genv with some good coated rotors ....i made a rookie mistake cleaning them off a while back cutting out the h bar ...wish i just got it machined out smh
