Do I need to activate Perf. Shift in stock pcm for it to be enabled?

01 GTP. Stock PCM. I do not have a tuner available.

I would like to ground out pin 21 on my pcm and possibly add a switch to turn this feature on and off.

My question is, do I need to enable this in my pcm or is it enabled? Meaning setting in the pcm for performance shift is set to 1 not 0.
