Crankshaft Balancer went bye-bye

yeah, my car has about 142k, the rubber off the crankshaft balancer was starting to crack, i started it up the other day and the pulley came off.
BTW- im trying to take the bolt off and its turning, but not getting any looser and the crankshaft is spinning with it, is this also normal? I dont have an impact socket in any metric size, is there anything else i could be using besides a regular socket and wrench? :th_shakinghead2:
